Cut the vanilla bean in half and scrap out the seeds. Combine water, sugar and vanilla bean (both the split pod and seeds) in a small saucepan and bring to a simmer until sugar is fully dissolved.
Cover and remove from heat, allow to steep for at least 20 minutes.
Strain the vanilla bean and pour into clean glass jar. Serve as desired.

If using vanilla bean paste or vanilla extract add the water and sugar to a pot and bring to a simmer over medium heat until sugar is dissolved. Remove the pan from the heat and stir in the vanilla bean paste or vanilla extract and transfer to a clean glass bottle or jar.
